IN-DEPTH ANALYSIS

Government’s proposal for a Unified Gas Price System.

What are the key highlights?

The proposal consists of a unified price system with one price for those transporting gas within 300km and one price for those transporting beyond 300km.

What is the aim behind the proposal?

  • Cut down the transportation cost of natural gas by setting a fixed tariff on its transportation for longer distances
  • Increase the share of natural gas in energy basket from around 6% to 25% by 2030

What are the challenges posed by the current price system?

  • As all of India’s imported natural gas arrives at terminals on west coast, it leads to increased cost for buyers located further east
  • Currently the transportation cost accounts for around 10% of the final landing price of the gas

How are the current tariffs set?

  • Tariffs for gas transportation are set by the Petroleum and Natural Gas Regulatory Board separately for each pipeline
  • Tariffs are divided into zones of 300kms, with the tariffs increasing for zones further away from the point where the gas in injected
  • If a buyer needs multiple pipelines even from the same operator, transport tariff would increase
